UPSC Previous Year Question | Mains GS1 | 2020
Account for the huge flooding of million cities in India including the smart ones like Hyderabad and Pune. Suggest lasting remedial measures. (250 words, 15 marks)
Answer
Introduction
Urban flooding results when intense rainfall exceeds the capacity of natural and engineered drainage. In Indian cities, rapid unplanned growth has converted ordinary heavy rain into recurrent disasters.
Causes
- Extreme rainfall: Climate variability, warmer air and localised cloudbursts produce high-intensity downpours beyond historical design standards.
- Wetland loss: Lakes, tanks, marshes and floodplains that stored and slowly released water have been encroached upon or fragmented.
- Impervious surfaces: Concrete roads, parking areas and buildings reduce infiltration and accelerate runoff.
- Drainage failure: Narrow, silted or discontinuous storm drains are often blocked by solid waste and sewage.
- Unplanned construction: Urban expansion over natural channels, lake beds and low-lying areas obstructs drainage.
- Governance gaps: Multiple agencies, weak enforcement, poor data and inadequate maintenance reduce accountability.
City Examples
Hyderabad’s lake and nalā encroachments, rapid construction and intense rainfall have produced severe inundation. Pune’s development along rivers and hills, loss of open land and drainage bottlenecks similarly magnify flood risk. Smart-city technology cannot compensate for damaged natural infrastructure.
Lasting Measures
- Map floodplains, drainage channels and urban watersheds using high-resolution GIS and enforce no-build zones.
- Restore lakes, wetlands, streams and permeable open spaces through blue-green infrastructure.
- Adopt sponge-city measures: rain gardens, permeable pavements, recharge pits, green roofs and detention ponds.
- Upgrade drains using basin-level design, regular desilting, separate sewage networks and real-time rainfall gauges.
- Integrate land-use planning with climate-risk assessments and strengthen metropolitan coordination.
- Establish early-warning systems, evacuation plans, insurance and community-level disaster preparedness.
