UPSC Previous Year Question | Mains GS3 | 2017

Among several factors for India’s potential growth, savings rate is the most effective one. Do you agree? What are the other factors available for growth potential? (10 Marks)

Answer

Introduction

Savings finance investment and raise capital formation, but they translate into growth only when combined with productive investment, human capital and innovation.

Analysis

Assessment

A higher domestic saving rate can reduce dependence on volatile foreign capital, deepen financial markets and support infrastructure. Yet unused savings, weak credit transmission or investment in unproductive assets do not ensure growth.

Other growth drivers

  • Productivity through technology, skills, research and efficient institutions.
  • Quality infrastructure, urbanisation and reliable energy.
  • Competitive manufacturing, services exports and formal job creation.
  • Macroeconomic stability, human capital, entrepreneurship and predictable regulation.

Conclusion

India needs a virtuous cycle of saving, investment and productivity, not a savings-only strategy.
