UPSC Previous Year Question | Mains GS2 | 2026

Analyse the advantages and limitations of the generalist structure of the Indian Civil Services in contemporary governance. (Answer in 150 words)

Answer

Introduction

The generalist civil-service model rotates officers across revenue, law and order, development and regulation, creating broad administrative capacity but sometimes insufficient sectoral depth.

Advantages In Governance

Cross-sector exposure supports holistic policy, crisis management and coordination; a district officer can integrate health, education, welfare, land and disaster response. Generalists bring constitutional, procedural and public-interest perspectives and can balance competing departmental or professional interests.

Limitations In Complex Sectors

AI, cybersecurity, climate finance, biotechnology and energy transition require sustained expertise. Frequent transfers reduce continuity and institutional memory, encourage consultant dependence and can produce superficial decisions. Generalists may lack the technical confidence to regulate powerful specialised industries.

Reform Agenda

Implement transparent domain allocation and minimum tenures; build professional cadres and continuous training; recruit lateral specialists with conflict-of-interest safeguards; create multidisciplinary policy teams; and evaluate officers for outcomes, evidence use and citizen responsiveness rather than procedural compliance alone.
