UPSC Previous Year Question | Mains GS2 | 2018
Appropriate local community level healthcare intervention is a prerequisite to achieve Health for All in India. Explain. (10) (150 words)
Answer
Introduction
Health for All depends on prevention, early care and continuity, which are most effectively organised close to households and communities.
Local Intervention
- Sub-centres, ASHAs and health and wellness centres can deliver immunisation, maternal care, nutrition counselling, screening and referral.
- Community participation improves trust, identifies local disease patterns and makes services culturally and socially appropriate.
- Village Health, Sanitation and Nutrition Committees can support surveillance, sanitation and social accountability.
Outcomes And Requirements
- Primary care reduces expensive hospitalisation by detecting hypertension, diabetes, tuberculosis and pregnancy risks early.
- Decentralised planning should integrate water, sanitation, nutrition, education and gender-sensitive outreach.
- Adequate staff, drugs, diagnostics, digital referral systems and public financing are essential; technology must supplement, not replace, human contact.
