UPSC Previous Year Question | Mains GS2 | 2018
Assess the importance of the Panchayat system in India as a part of local government. Apart from government grants, what sources the Panchayats can look out for financing developmental projects? (15) (250 words)
Answer
Introduction
Panchayats convert local self-government from a constitutional promise into participatory planning, service delivery and social accountability.
Importance
- The 73rd Amendment creates a three-tier framework, Gram Sabha participation, reservations and State Finance Commissions.
- Local bodies understand local priorities in water, sanitation, roads, livelihoods and welfare better than distant departments.
- They deepen democracy, empower women and disadvantaged groups, and enable social audits and community monitoring.
- Their effectiveness depends on the three Fs: functions, funds and functionaries.
Devolution must be accompanied by capacity: trained secretaries, reliable accounts, audit, procurement safeguards and access to credit. Otherwise, own-source revenue can remain negligible and schemes can become department-driven. Empowered Gram Sabhas are the democratic foundation for deciding priorities and monitoring expenditure.
Regular reporting to the legislature, public disclosure of reasons and accessible remedies would make the arrangement durable and reduce needless institutional confrontation.
Financing Options
- Own revenues: property and building taxes, water and sanitation charges, market fees, licences, local cesses and user charges, designed progressively.
- Non-tax income: community assets, ponds, land, fairs, leases and service enterprises, with transparent management.
- Convergence with MGNREGA, NRLM, Swachh Bharat and State schemes can finance integrated projects.
- Panchayats can use CSR, community contributions, self-help groups, cooperatives, municipal partnerships and regulated borrowing where capacity permits.
- Better accounting, GIS-based tax registers, participatory budgeting and predictable transfers are essential.
