UPSC Previous Year Question | Mains GS3 | 2018

Assess the role of the National Horticulture Mission (NHM) in boosting the production, productivity, and income of horticulture farms. How far has it succeeded in increasing the income of farmers? (250 words)

Answer

Introduction

The National Horticulture Mission, launched in 2005-06 and later integrated into the Mission for Integrated Development of Horticulture, aimed to shift horticulture from fragmented production towards productive, technology-enabled and market-linked farming.

Production And Productivity

  • It supported quality planting material, nurseries, rejuvenation of senile orchards, protected cultivation, micro-irrigation and integrated pest management.
  • Area expansion under fruits, vegetables, flowers, spices and plantation crops diversified farm portfolios beyond cereals.
  • Training, demonstrations and cluster approaches improved adoption of improved varieties and post-harvest practices.

Value Chain Role

Pack-houses, cold storage, ripening chambers, reefer transport, processing and market infrastructure reduce perishability and enable grading and value addition. Mission support to farmer groups and private investment can connect producers with organised retail, exporters and processors.

Income Assessment

Horticulture’s higher value per hectare, multiple cropping and export potential have raised aggregate output and improved incomes for farmers with irrigation, land, technology and market access. However, gains are uneven: smallholders face costly planting material, price crashes, high post-harvest losses, weak cold chains, fragmented marketing and climate risks. Production growth therefore does not automatically equal stable net income.

Way Forward

Prioritise farmer-producer organisations, price and weather information, crop insurance, local processing, storage near production clusters, quality standards, efficient contract enforcement and nutrition-sensitive diversification. Convergence with irrigation, logistics and digital markets is required to convert productivity into dependable income.
