UPSC Previous Year Question | Mains GS3 | 2016
Border management is a complex task due to difficult terrain and hostile relations with some countries. Elucidate the challenges and strategies for effective border management. (Not more than 200 words)
Answer
Introduction
Internal security is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.
Border-Specific Challenges
India’s borders span deserts, mountains, forests, rivers and densely inhabited areas. Difficult logistics, illegal crossings, smuggling, trafficking and insurgency interact with unsettled boundaries and hostile or mistrustful relations with neighbours.
Integrated Security Architecture
Challenges include porous terrain, harsh weather, inadequate roads and communications, overlapping mandates among forces, limited local intelligence and cross-border ethnic or family ties. Technology can fail without power, maintenance and trained personnel; fencing alone cannot secure riverine or mountainous frontiers.
Border-Area Development
An integrated strategy needs clear responsibility, coordinated intelligence and joint operations among the Border Security Force, Army, police, customs and intelligence agencies. Roads, bridges, lighting, patrol tracks, river surveillance, sensors, UAVs and secure communications should be selected by terrain and supported by logistics.
Cooperative Management
Combine security with border-area development: reliable services, livelihoods, legal trade points and trusted village networks reduce incentives for illicit movement. Use diplomatic mechanisms, flag meetings and confidence-building measures to manage incidents. Modernise immigration and biometrics with privacy safeguards, and evaluate performance through response time, interdiction quality and community confidence.
