UPSC Previous Year Question | Mains GS3 | 2016
Comment on the challenges for inclusive growth which include careless and useless manpower in the Indian context. Suggest measures to be taken for facing these challenges. (Not more than 200 words)
Answer
Introduction
Inclusive growth is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.
Human-Capital And Employment Gaps
Inclusive growth requires productive capabilities and decent work, not merely labour-force participation. India faces a paradox of unemployment alongside shortages: education often fails to impart employability, while informal work absorbs underutilised labour.
Costs Of Underutilisation
‘Careless and useless manpower’ points to skills mismatch, poor work discipline, weak vocational orientation and inadequate deployment of human resources. Regional, gender, caste and disability gaps compound exclusion; low-quality jobs perpetuate poverty despite growth.
Institutional Weaknesses
Consequences include lower productivity, frustrated youth, disguised unemployment, migration distress and limited innovation. Employers bear training costs, while public programmes may count enrolment instead of sustained placement, wages and productivity.
Inclusive Skills Strategy
Reform school foundations, apprenticeships and industry-linked ITIs; recognise prior learning; strengthen career counselling and labour-market information. Promote labour-intensive sectors, MSMEs, women’s workforce participation, mobility and social security. Outcome-based funding should track completion, placement, retention, earnings and employer satisfaction.
