UPSC Previous Year Question | Mains GS3 | 2018
Comment on the important changes introduced with respect to the Long-term Capital Gain Tax (LCGT) and Dividend Distribution Tax (DDT) in the Union Budget for 2018-2019. (150 words)
Answer
Introduction
The Union Budget 2018-19 rebalanced taxation of financial income by restoring long-term capital-gains taxation on listed equity while modifying dividend taxation for investors.
Long Term Capital Gains
Long-term gains from listed equity shares, equity-oriented mutual funds and business trusts held for more than twelve months became taxable at 10%, without indexation, on gains exceeding ₹1 lakh in a financial year. Gains accrued up to 31 January 2018 received grandfathering protection through the fair-market-value mechanism.
Dividend Distribution Tax
DDT was extended to dividends distributed by equity-oriented mutual funds at 10% (plus applicable surcharge and cess), bringing distributed equity-fund income into the tax net. The company-level DDT on domestic dividends otherwise continued, with specified high-income recipients also facing tax on dividends.
Assessment
The measures broadened the tax base and reduced the preferential gap between equity gains and other investments, but could affect market sentiment, savings allocation and double-taxation concerns. Stable rules, simpler compliance and predictable treatment remain essential.
