UPSC Previous Year Question | Mains GS3 | 2026
“Community participation is the cornerstone of effective disaster management.” Analyse this statement with suitable examples from India. Also discuss the challenges to community participation and measures to strengthen it. (250 words)
Answer
Introduction
Communities are first responders: they possess local risk knowledge, social networks and the ability to act before external agencies arrive.
Why Participation Matters
Preparedness committees, local volunteers, women’s groups and indigenous knowledge improve risk mapping, early-warning interpretation, evacuation, shelter management and relief accountability. Odisha’s cyclone preparedness, community volunteers and timely evacuation demonstrate how state systems and organised citizens reduce mortality. Kerala’s fisherfolk and local communities during floods, and self-help groups in relief logistics, show the value of distributed capacity.
Challenges
Elite capture, caste/gender exclusion, weak trust, volunteer fatigue, misinformation, poor accessibility for elderly and disabled persons, livelihood costs and token consultations limit participation. Administrative silos and uncertain funding weaken continuity.
Measures
- Make village/ward disaster plans participatory and hazard-specific.
- Train and equip local volunteers, schools, SHGs, youth and first responders.
- Use multilingual, accessible, redundant warnings with feedback channels.
- Fund local mitigation through Panchayats and urban wards; audit inclusion.
- Link community knowledge with scientific mapping without romanticising unsafe practices.
- Provide insurance, recognition and psychosocial support to volunteers.
Conclusion
Participation must be institutionalised before disasters, empowered with resources, and evaluated by inclusion and reduced vulnerability—not attendance numbers.
