Critically examine the role of WHO in providing global health security during the COVID-19 pandemic. (Answer in 150 words)

Answer

Introduction

The World Health Organization is the principal multilateral institution for global health coordination. COVID-19 demonstrated both its indispensable role and structural limitations.

Positive Contributions

  • It issued technical guidance on surveillance, testing, clinical management, personal protection and public-health measures.
  • It coordinated information sharing, the Solidarity Trial and international research cooperation.
  • Through ACT-Accelerator and COVAX, it sought to improve access to diagnostics, therapeutics and vaccines.
  • It supported countries with weaker health systems and countered misinformation through public communication.

Limitations

  • Early communication and the assessment of transmission risks were perceived as cautious and politically constrained.
  • The WHO lacks independent enforcement powers and depends heavily on member-state reporting.
  • Unequal vaccine distribution exposed weaknesses in global financing, intellectual-property arrangements and supply chains.
  • Geopolitical rivalry and fragmented national responses reduced collective effectiveness.

Reforms

Global health security requires stronger outbreak surveillance, independent evaluation, sustainable financing, transparent data protocols, regional manufacturing capacity and enforceable commitments under revised international health regulations. WHO authority must be strengthened without compromising state cooperation.
