UPSC Previous Year Question | Mains GS2 | 2016
Discuss each adjective attached to the word ‘Republic’ in the ‘Preamble’. Are they defendable in the present circumstances? (Not more than 200 words)
Answer
Introduction
In the Preamble, “Republic” is qualified by the constitutional vision of a sovereign, socialist, secular and democratic polity. These terms describe the source, character and public purpose of the Indian State rather than ornamental labels.
Meaning Of Constitutional Adjectives
Meaning of the constitutional adjectives
- Sovereign: India exercises internal authority and external independence, subject to voluntary international commitments.
- Socialist: the State pursues social and economic justice through a mixed economy, welfare measures and reduction of inequality; it does not mandate one economic model.
- Secular: the State has no official religion and must protect equal citizenship and freedom of conscience.
- Democratic: authority flows from the people through elections, representation, rights and constitutional accountability.
Defendability Today
Defendability today
- Sovereignty is tested by global interdependence; socialism by persistent inequality; secularism by communal polarisation; democracy by money power, majoritarian pressures and institutional stress.
- These challenges do not invalidate the ideals. They show the need for independent institutions, inclusive welfare, constitutional morality, minority protection and transparent elections.
- The adjectives remain defendable as standards against which governance is judged, not claims that social reality is already perfect.
