UPSC Previous Year Question | Mains GS3 | 2016

Discuss the role of land reforms in agricultural development. Identify the factors that were responsible for the success of land reforms in India. (Not more than 200 words)

Answer

Introduction

Agriculture is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.

Land-Reform Contribution

Land reforms redistribute access to land and improve tenure security, tenancy rights and operational efficiency. They can reduce rural inequality, release tenant investment and create conditions for inclusive agricultural growth.

Major Reform Instruments

Abolition of intermediaries brought cultivators closer to the state; tenancy regulation protected some tenants; land ceilings sought redistribution; consolidation reduced fragmentation. Secure rights encourage soil improvement, irrigation and adoption of technology, while redistributed land strengthens household assets.

Reasons For Regional Success

Success was uneven. Kerala and West Bengal benefited from political mobilisation, effective administration and recording or protecting tenants; parts of north-west India benefited from consolidation and relatively capable rural institutions. Elsewhere, loopholes, benami transfers, litigation and weak records limited implementation.

Unfinished Agenda

Enabling factors included strong political will, organised peasantry, administrative capacity, accurate records, local participation and judicial support. Future reform needs digitised, updated records; transparent tenancy recognition; women’s ownership; consolidation or pooling; fair compensation and access to credit, extension, irrigation and markets.
