UPSC Previous Year Question | Mains GS3 | 2023
Distinguish between ‘care economy’ and ‘monetized economy’. How can care economy be brought into monetized economy through women empowerment? (250 words)
Answer
Introduction
Distinction
- Care economy: paid and unpaid activities that sustain people—childcare, eldercare, domestic work, health and emotional support. Much is invisible in GDP and disproportionately performed by women.
- Monetized economy: production and exchange valued through market prices, wages, profits and recorded national accounts.
Distinction
Why integration matters
Unpaid care restricts women’s time, mobility, skills acquisition and labour-market participation. Recognising it improves policy design, national accounting and intergenerational welfare.
Why Integration Matters
Pathways through empowerment
- Provide universal childcare, crèches, eldercare, maternity protection and safe transport to socialise part of the care burden.
- Recognise, regulate and skill care work; ensure minimum wages, social security, contracts and occupational dignity for domestic and care workers.
- Expand women’s education, digital and financial inclusion, property rights, credit, markets and producer collectives.
- Promote flexible but protected work, equal pay, paid parental leave and women’s representation in decision-making.
- Use time-use surveys, gender-responsive budgeting and satellite accounts to value unpaid work without commodifying essential relationships.
Pathways Through Empowerment
Caution
Commercialisation must not transfer care from unpaid women to poorly paid women. Public provisioning and shared household responsibility are essential.
