UPSC Previous Year Question | Mains GS2 | 2018
E-governance is not only about utilization of the power of new technology, but also much about critical importance of the use value of information. Explain. (10) (150 words)
Answer
Introduction
E-governance creates public value when information is usable for decisions, entitlements and accountability, not merely placed online.
Use Value
- Information has use value when it is timely, accurate, interoperable, accessible in local languages and linked to an actionable service.
- Open budgets, dashboards and grievance data allow citizens, legislators and officials to compare promises with outcomes.
- A portal that digitises opaque procedures without simplifying them only reproduces exclusion.
Conditions For Value
- Design services around life events and citizen needs, with assisted access for the digitally excluded.
- Use common standards, privacy safeguards, cybersecurity and consent-based data sharing to prevent surveillance and misuse.
- Measure outcomes such as reduced delays, leakage and transaction costs, while maintaining human appeal and correction mechanisms.
