UPSC Previous Year Question | Mains GS1 | 2020

Evaluate the policies of Lord Curzon and their long term implications on the national movements. (150 words, 10 marks)

Answer

Introduction

Lord Curzon pursued administrative centralisation and imperial efficiency, but his authoritarian policies unintentionally accelerated Indian political awakening and mass nationalism.

Administrative Measures

  • He strengthened executive control through the Calcutta Corporation Act and reduced elected Indian representation.
  • The Universities Act, 1904 increased governmental supervision over higher education.
  • The Police Commission and official interventions reflected distrust of Indian participation.
  • The Partition of Bengal in 1905 was justified administratively but widely perceived as a divide-and-rule measure.
  • Curzon promoted conservation through the Ancient Monuments Preservation Act and improved frontier and irrigation administration.

Long Term Implications

His racial arrogance and opposition to representative institutions disillusioned moderate Indians. The Bengal partition triggered the Swadeshi and boycott movements, national education, indigenous enterprise and revolutionary activity. It broadened participation among students, women, workers and traders, while encouraging assertive nationalism and the rise of the extremist stream in Congress. Though annulled in 1911, partition permanently transformed nationalist politics from petitions toward mass mobilisation.
