UPSC Previous Year Question | Mains GS2 | 2016
Has the Indian governmental system responded adequately to the demands of Liberalization, Privatization and Globalization started in 1991? What can the government do to be responsive to this important change? (Not more than 200 words)
Answer
Introduction
Since 1991, India has liberalised trade and investment, reduced many controls, expanded private participation and integrated more closely with the world economy. The response has been substantial, but uneven across sectors, regions and social groups.
Assessment Of Lpg Response
Assessment of the response
- Reforms improved competition, consumer choice, technology access and growth potential.
- Regulators, tax reforms, infrastructure expansion and service-sector integration strengthened the market framework.
- Yet employment intensity, manufacturing depth, agricultural resilience, public health and education have not matched the scale of economic transformation.
- Informal workers, small firms and vulnerable regions face adjustment costs; regulatory capacity sometimes lags behind private expansion.
Responsive Government
Responsive government
- Invest in quality schooling, health, skilling, research, logistics, reliable power and digital infrastructure.
- Provide predictable regulation, competitive markets, contract enforcement and fair insolvency and competition institutions.
- Support small enterprises with finance and technology while improving labour and social protection.
- Use trade policy strategically, protect legitimate public interests and ensure that global integration is inclusive, sustainable and accountable.
