UPSC Previous Year Question | Mains GS3 | 2026
How are startups in India promoting entrepreneurship, innovation and employment? Discuss the global and domestic challenges in their working and suggest suitable measures to overcome these challenges. (250 words)
Answer
Introduction
Startups commercialise ideas under uncertainty, widen the innovation base and create skilled as well as platform-enabled employment.
Contribution
They develop frugal solutions in fintech, health, agritech, climate technology and deep tech; attract risk capital; create supplier ecosystems and offer opportunities beyond metropolitan centres. Incubators, digital public infrastructure and Startup India have reduced entry barriers.
Challenges
Domestic constraints include limited patient capital, regulatory complexity, delayed payments, weak university-industry links, inadequate R&D, talent mismatch and unequal access for women and smaller cities. Globally, startups face higher interest rates, geopolitical fragmentation, supply-chain disruption, data rules, intense competition and dependence on imported components. Valuation-led growth can also produce governance and employment-quality problems.
Measures
- Expand fund-of-funds, credit guarantees, procurement sandboxes and R&D tax support.
- Simplify compliance through a single-window, predictable taxation and time-bound insolvency.
- Link universities, labs, incubators and industry; fund deep-tech milestones and domestic testing.
- Improve ESOP, skilling, social security and responsible AI/data governance.
- Support women, tier-2 founders, FPOs and mission-oriented startups through public procurement.
Conclusion
A resilient ecosystem must reward innovation and responsible scale, not merely rapid fundraising.
