UPSC Previous Year Question | Mains GS3 | 2018
How does biodiversity vary in India? How is the Biological Diversity Act, of 2002 helpful in the conservation of flora and fauna? (250 words)
Answer
Introduction
India is a megadiverse country because its mountains, islands, coasts, forests, grasslands, deserts, wetlands and varied climate create exceptional ecosystem and species diversity.
Patterns Of Variation
- Species richness generally rises in the humid tropics and declines towards arid and cold regions, while endemism is high in the Himalaya, Western Ghats, Northeast and islands.
- India contains major biogeographic zones, including Trans-Himalaya, Himalaya, desert, semi-arid, Western Ghats, Deccan, Gangetic plains, Northeast and coasts.
- Genetic diversity in crops, livestock and wild relatives supports food security and climate adaptation.
Act 2002 Mechanisms
The Act implements Convention on Biological Diversity objectives: conservation, sustainable use and fair, equitable benefit sharing. It created the National Biodiversity Authority, State Biodiversity Boards and local Biodiversity Management Committees. Biodiversity registers document local biological resources and associated knowledge; access by foreign persons and certain entities requires approval, while commercial use can trigger benefit-sharing obligations. The framework also enables local documentation and consultation before commercial access, linking conservation with community rights and incentives.
Conservation Value And Gaps
Community participation, access regulation, habitat protection and benefit sharing can deter biopiracy and make conservation economically meaningful. Yet overlapping laws, weak committee capacity, incomplete registers, uncertain ownership of traditional knowledge and inadequate monitoring can dilute outcomes. Local institutions need funds, scientific support and genuine consent.
