Answer

Introduction

Indian federalism combines constitutional centralisation with political negotiation. Its contemporary character has been shaped simultaneously by cooperation, competition and confrontation.

Cooperation

The GST Council institutionalises joint decision-making between the Union and States. The Finance Commission, Inter-State Council, vaccination coordination and centrally supported welfare schemes also demonstrate collaborative federalism, despite periodic disagreements.

Competition

States compete to attract investment, improve logistics, promote ease of doing business and develop human capital. NITI Aayog rankings, direct investment incentives and state-level reforms have encouraged policy innovation.

Confrontation

Disputes over Governors, investigative agencies, GST compensation, borrowing limits, agricultural legislation, river waters and the distribution of centrally collected resources reveal adversarial tendencies. The handling of the COVID-19 lockdown also exposed tensions over fiscal and administrative control.

Assessment

These dynamics have produced a negotiated and asymmetric federation rather than a purely centralised or decentralised one. Constitutional courts, stronger intergovernmental forums, predictable fiscal devolution and consultation before legislation can transform confrontation into constructive competition and cooperation.
