UPSC Previous Year Question | Mains GS3 | 2016
How globalization has led to the reduction of employment in the formal sector of the Indian economy? Is increased informalization detrimental to the development of the country? (Not more than 200 words)
Answer
Introduction
Economic development is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.
Globalisation Effects On Formal Jobs
Globalisation integrates markets and encourages firms to outsource, subcontract and adopt capital-intensive technology. Competitive pressure also makes enterprises minimise permanent payrolls, benefits and compliance costs.
Drivers Of Informalisation
Formal-sector jobs have therefore shifted towards contractual, temporary and platform-like arrangements. Small suppliers remain outside social-security coverage, while automation and import competition reduce routine manufacturing opportunities. GDP growth can coexist with weak employment elasticity.
Developmental Costs And Benefits
Informalisation is harmful when it means low wages, unsafe work, no bargaining power and absence of insurance. It depresses human-capital formation, tax compliance and aggregate demand, and makes women and migrants particularly vulnerable. Yet informal work provides entry-level livelihoods and flexibility.
Formalisation Strategy
Policy must combine labour-intensive manufacturing, skilling linked to employers, simpler compliance for small firms, portable social security, minimum-wage enforcement and universal occupational safety. Formalisation through digital payments, GST-linked records and affordable credit should improve productivity, not merely impose penalties.
