UPSC Previous Year Question | Mains GS3 | 2018
How has the emphasis on certain crops brought about changes in cropping patterns in the recent past? Elaborate on the emphasis on millet production and consumption. (250 words)
Answer
Introduction
Cropping patterns respond to relative prices, procurement, irrigation, technology, agro-climatic conditions, consumer demand and public policy. Policy emphasis can therefore create both productive specialisation and ecological imbalance.
Recent Changes
- Assured procurement and input support encouraged rice-wheat concentration in irrigated regions, contributing to groundwater depletion, soil stress and residue burning.
- Oilseed and pulse missions, sugarcane expansion, horticulture demand and export opportunities have diversified acreage in some areas.
- Climate variability is increasing interest in drought-tolerant, short-duration and less water-intensive crops.
Case For Millets
Millets such as pearl millet, sorghum, finger millet and small millets are climate-resilient, require comparatively less water and perform in marginal soils. They provide dietary fibre, minerals and plant protein, support dryland biodiversity and can strengthen nutrition security. Their cultivation also suits smallholders and mixed farming systems.
Policy And Consumption
Higher MSP, the National Millet Mission, public procurement, inclusion in school meals and the International Year of Millets have improved visibility. Yet procurement, processing, standardisation, urban availability and consumer preferences remain constraints. Awareness alone cannot overcome labour-intensive processing and weak value chains.
Way Forward
Align MSP and procurement with local agro-ecology, invest in seed systems, custom hiring and decentralised processing, include millet products in nutrition programmes, develop quality brands and ensure remunerative market access without imposing a one-size-fits-all crop prescription.
