UPSC Previous Year Question | Mains GS2 | 2016
In the integrity index of Transparency International, India stands very low. Discuss briefly the legal, political, social and cultural factors that have caused the decline of public morality in India. (Not more than 200 words)
Answer
Introduction
Corruption perceptions reflect concerns about abuse of entrusted power, though an index should not be treated as a complete measurement of every citizen's morality. Public morality declines when institutions make wrongdoing profitable and accountability uncertain.
Factors In Declining Public Morality
Contributing factors
- Legal: delays in investigation and trial, weak enforcement, opaque beneficial ownership and limited certainty of punishment reduce deterrence.
- Political: costly elections, opaque funding, patronage, criminal influence and discretionary allocation of public resources create incentives for rent seeking.
- Administrative: complex rules, excessive discretion, weak procurement controls and poor grievance redress increase opportunities for illicit payments.
- Social: tolerance of “speed money”, unequal access and fear of retaliation discourage reporting.
Restoring Integrity
Restoring integrity
- Protect whistle-blowers, strengthen investigative independence, improve public procurement and expand transparent digital processes.
- Political finance reform, conflict-of-interest rules, asset disclosure and timely adjudication are necessary.
- Ethics education, civic role models and collective refusal to normalise bribery must accompany institutional reform.
- Public morality is sustained by credible systems, not moral preaching alone.
