UPSC Previous Year Question | Mains GS1 | 2017

In what way can floods be converted into a sustainable source of irrigation and all-weather inland navigation in India? (250 words, 15 marks)

Answer

Introduction

Floods are destructive when settlements occupy floodplains and river flows are unmanaged, but seasonal surplus water can support irrigation, groundwater recharge and navigation. The aim should be living with rivers, not indiscriminate obstruction.

Irrigation And Recharge

  • Restore wetlands, oxbow lakes and floodplain storage to detain peaks and release water gradually.
  • Use watershed treatment, check dams, recharge basins and managed aquifer recharge to capture monsoon flows.
  • Modernise canals with measuring devices, conjunctive use of surface and groundwater, micro-irrigation and crop planning.
  • Interlinking or transfers, where ecologically and socially justified, must follow basin-level assessment.

All Weather Navigation

River navigation requires scientifically designed dredging, bank protection using bioengineering, terminals, navigational aids and vessel designs suited to variable depths. Barrages and locks can regulate levels, but environmental flows and fish passage must be protected. Intermodal links with rail and road can make waterways commercially viable.

Safeguards And Governance

Floodplain zoning, early-warning systems, evacuation plans and resilient housing reduce loss. Embankments should be selective and maintained; poorly planned structures can transfer risk and prevent sediment deposition. Basin authorities must coordinate States, upstream-downstream interests and local communities. Sustainable flood management combines storage, recharge, navigation and ecosystem restoration with climate-resilient design.

Such measures also convert flood pulses into an asset for dry-season agriculture. Sediment deposition can replenish fields, while navigable channels connect producers to markets. Decisions must nevertheless respect sediment budgets, fisheries, wetlands and the rights of flood-dependent communities.
