Indian and USA are two large democracies. Examine the basic tenets on which the two political systems are based. (15) (250 words)

Answer

Introduction

India and the United States are constitutional democracies, but their institutions reflect different historical choices about federalism, executive power and parliamentary responsibility.

Common Tenets

  • Both rest on a written constitution, republican government, fundamental rights, judicial review, federal division of powers and an independent judiciary.
  • Universal adult suffrage, representative legislatures, periodic elections, rule of law and checks and balances legitimise authority.
  • Civil society, free political competition and constitutional amendment procedures sustain democratic accountability.

Despite these differences, neither system is static. India has strengthened rights-based review and local democracy, while the United States continues to negotiate the limits of executive action and federal power. Comparison should therefore distinguish constitutional design from actual political practice.

Regular reporting to the legislature, public disclosure of reasons and accessible remedies would make the arrangement durable and reduce needless institutional confrontation.

Institutional Differences

  • India follows a parliamentary system: the executive is collectively responsible to the Lok Sabha, and the President is ordinarily a constitutional head.
  • The United States has a presidential system with separation of powers, a fixed-term President and cabinet not collectively responsible to Congress.
  • India’s federation has a stronger Union and integrated judiciary; the US gives stronger constitutional status to states and uses a dual court structure.
  • India’s federalism accommodates diversity through parliamentary government and affirmative action, while the US tradition emphasises individual liberty and checks on central power.
