UPSC Previous Year Question | Mains GS3 | 2018

Left-wing extremism (LWE) is showing a downward trend but still affects many parts of the country. Briefly explain the government of India’s approach to counter the challenges posed by LWE. (150 words)

Answer

Introduction

India’s LWE response combines security operations with governance, rights-sensitive development and reduction of the grievances that extremist groups exploit.

Security Measures

  • Central Armed Police Forces support state police through intelligence sharing, area domination, specialised training and fortified bases.
  • Modern communication, helicopters, mine-protected mobility, surrendered-cadre rehabilitation and coordinated interstate operations improve capability.
  • Financial networks, arms supply and extremist propaganda are targeted through law-enforcement and intelligence mechanisms.

Development And Governance

Roads, bridges, mobile towers, banking access, schools, health services, skill programmes and welfare delivery bring the state closer to remote communities. Aspirational Districts and security-related expenditure support local infrastructure; Gram Sabhas and forest-rights implementation can address alienation.

Principles

Security must be precise, accountable and proportionate. Better police reform, tribal participation, lawful land acquisition, rehabilitation and trusted grievance redress can consolidate the decline without creating fresh grievances.
