UPSC Previous Year Question | Mains GS3 | 2023

Most of the unemployment in India is structural in nature. Examine the methodology adopted to compute unemployment in the country and suggest improvements. (250 words)

Answer

Introduction

Nature of the problem

Structural unemployment reflects a mismatch between workers’ skills, locations and available jobs. It coexists with disguised, seasonal, educated and informal underemployment.

Nature Of The Problem

Current methodology

  • The National Statistical Office’s Periodic Labour Force Survey uses a scientifically designed household sample.
  • Usual status: activity over a reference year identifies principal and subsidiary status.
  • Current weekly status: activity during the preceding seven days captures short-term labour force participation.
  • Current daily status: activity on each day of the reference week measures intensity and underemployment.
  • Measures include labour-force participation rate, worker-population ratio and unemployment rate; usual status captures chronic unemployment while short reference periods capture fluctuations.

Current Methodology

Limitations

  • Self-employment and informal work blur employment quality; unpaid family work may conceal underemployment.
  • Infrequent surveys, recall and seasonal effects, small-area limitations, migrant mobility and insufficient data on hours, earnings and job security restrict diagnosis.
  • Headline unemployment does not show discouraged workers or skill mismatch adequately.

Limitations

Improvements

  • Increase survey frequency and sample size, publish district and gender-disaggregated estimates, and integrate anonymised administrative, payroll and vacancy data.
  • Measure hours worked, earnings, informality, gig work, job quality, migration and skill utilisation.
  • Use longitudinal panels to track transitions and validate estimates through independent audits.
