UPSC Previous Year Question | Mains GS3 | 2016

Rehabilitation of human settlements is one of the important environmental impacts which always attracts controversy while planning major projects. Discuss the measures suggested for mitigation of this impact while proposing major developmental projects. (Not more than 200 words)

Answer

Introduction

Environment is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.

Displacement Risks

Large dams, mines, industries, highways and urban projects can displace households, disrupt commons and damage social networks. Rehabilitation must therefore restore rights, livelihoods and community life, not merely provide cash compensation.

Pre-Project Mitigation

Before approval, conduct a credible social and environmental impact assessment with alternatives analysis, cumulative impacts, public hearings and vulnerable-group mapping. Avoid displacement through site and design changes; minimise it through smaller footprints, phased construction and protection of cultural and common resources.

Rehabilitation Entitlements

Where unavoidable, provide prior information, consent or consultation as legally required, land-for-land where feasible, replacement housing, titles, basic services, livelihood restoration and special support for women, tribals, tenants and landless users. Compensation should reflect replacement cost and shared project benefits.

Long-Term Accountability

Implement a time-bound rehabilitation plan before displacement, with independent monitoring, grievance redress and social audits. Ensure host communities receive services and employment, maintain community institutions, recognise customary rights and track outcomes for several years. ‘Development’ is legitimate only when affected people are no poorer and have meaningful choice.
