UPSC Previous Year Question | Mains GS2 | 2023
Sea is an important Component of the Cosmos. Discuss in the light of the above statement the role of the IMO in protecting environment and enhancing maritime safety and security. (Answer in 250 words)
Answer
Introduction
Seas regulate climate, sustain biodiversity and carry most global trade; their shared character demands common rules and responsible navigation.
Analysis
IMO role
- As the UN specialised agency for shipping, IMO develops conventions and standards for safety, security and pollution prevention.
- SOLAS prescribes ship construction, equipment and operational safety; MARPOL limits oil, sewage, garbage and air pollution.
- Ballast Water Management controls invasive species, while conventions address oil-spill preparedness and hazardous cargo.
- IMO’s ISPS Code strengthens port and ship security; navigation standards and accident investigation improve safety.
- Decarbonisation measures, energy-efficiency rules and greenhouse-gas strategy address shipping emissions.
Assessment
Implementation depends on flag-state and port-state capacity, especially in developing countries. Enforcement gaps, illegal fishing, piracy, plastic pollution and climate risks remain. Technical assistance, harmonised inspections, cleaner fuels, better data and equitable transition finance can make IMO norms effective. India contributes through its maritime administration, coastal security and role as a major trading and seafaring nation.
