UPSC Previous Year Question | Mains GS2 | 2020
The emergence of Fourth Industrial Revolution (Digital Revolution) has initiated e-Governance as an integral part of government. Discuss. (Answer in 150 words)
Answer
Introduction
The Fourth Industrial Revolution, driven by artificial intelligence, big data, cloud computing, blockchain and the Internet of Things, has transformed e-governance from a support function into a core mode of administration.
Transformative Role
- Service delivery: Digital identity, direct benefit transfer and online certificates reduce transaction costs and leakages.
- Data-driven policy: Real-time dashboards and analytics improve targeting, forecasting and resource allocation.
- Participation: Online consultations, grievance portals and open data expand citizen engagement.
- Transparency: Digital procurement, land records and audit trails can reduce discretion and corruption.
- Integration: Interoperable platforms enable coordinated delivery across departments.
Concerns
Digital exclusion, privacy breaches, algorithmic bias, cyberattacks, surveillance and unreliable connectivity can deepen inequality. Automated decisions may also reduce accountability if reasons and appeal mechanisms are absent.
Way Forward
India needs universal broadband, digital literacy, strong data-protection safeguards, accessible design, cybersecurity capacity, human oversight and grievance redress. Technology must remain an instrument of constitutional governance, not a substitute for it.
