UPSC Previous Year Question | Mains GS3 | 2016

The frequency of urban floods due to high intensity rainfall is increasing over the years. Discussing the reasons for urban floods, highlight the mechanisms for preparedness to reduce the risk during such events. (Not more than 200 words)

Answer

Introduction

Disaster management is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.

Causes Of Urban Flooding

Urban floods arise when intense rainfall exceeds drainage capacity, especially where wetlands, lakes and floodplains are encroached. Impervious surfaces accelerate runoff; blocked drains, solid waste, poor maintenance, subsidence and unplanned growth compound the hazard.

Preparedness Architecture

Climate variability can produce short-duration high-intensity rain beyond historical design assumptions. Loss of natural storage, basement construction, road embankments and fragmented agency responsibility delay drainage and rescue, while vulnerable settlements face disproportionate loss.

Risk-Reduction Infrastructure

Preparedness requires hazard and vulnerability maps, real-time rain and water-level monitoring, ward-level early warning, evacuation routes, shelters, emergency pumps, control rooms and interoperable response teams. Clean and desilt drains before monsoon; protect wetlands, restore channels and enforce floodplain and building regulation.

Community Resilience

Use sponge-city measures—permeable surfaces, rainwater harvesting, detention ponds, green roofs and urban forests—alongside resilient power, transport and hospitals. Conduct drills, disseminate alerts in local languages, maintain community volunteers and require post-event audits so reconstruction reduces rather than reproduces risk.
