UPSC Previous Year Question | Mains GS1 | 2017
“The growth of cities as I.T. hubs has opened up new avenues of employment, but has also created new problems”. Substantiate this statement with examples. (250 words, 15 marks)
Answer
Introduction
Bengaluru, Hyderabad, Pune, Chennai, Gurugram and Noida show how information technology reshapes urban economies. IT hubs create high-value employment and global linkages, but their benefits and costs are spatially and socially uneven.
New Employment And Opportunities
- Software, business-process services, start-ups, cybersecurity, design and data analytics generate direct jobs.
- Indirect employment expands in construction, transport, food services, security, education, real estate and urban logistics.
- Exports, foreign investment and technology spillovers support innovation and professional mobility.
- Digital work can enable women, smaller firms and remote regions when connectivity and skills are available.
New Urban Problems
Rapid migration and speculative development raise rents and push lower-income workers to distant informal settlements. Bengaluru faces traffic congestion and water stress; Gurugram illustrates fragmented governance and infrastructure gaps; Hyderabad and Pune show pressures on land, drainage and mobility. Expansion of campuses converts agricultural land and wetlands, while data centres and offices consume electricity and water.
Employment is segmented: high-skilled workers gain disproportionately, whereas contract and informal workers lack security. Long commutes, air pollution, e-waste, cyber risks and social isolation add costs.
Way Forward
Polycentric planning, affordable rental housing, mass transit, mixed land use, water-sensitive urban design and reliable public services are essential. Skill development must reach disadvantaged groups, while labour protection and responsible e-waste management accompany digital growth. IT-led urbanisation is sustainable only when productivity is matched by inclusion, ecological limits and accountable metropolitan governance.
