UPSC Previous Year Question | Mains GS1 | 2020
The interlinking of rivers can provide viable solutions to the multi-dimensional inter-related problems of droughts, floods and interrupted navigation. Critically examine. (250 words, 15 marks)
Answer
Introduction
River interlinking proposes transferring water from relatively surplus basins to deficit regions through reservoirs, canals and regulated releases. It offers possible benefits but involves ecological, social and federal risks.
Potential Benefits
- Drought mitigation: Transfers could supplement irrigation and drinking water in chronically water-stressed regions, subject to dependable surplus assessment.
- Flood moderation: Storage and diversion may reduce peak flows in selected flood-prone basins.
- Navigation: Assured water levels and interconnected channels could improve inland navigation and multimodal transport.
- Agriculture and energy: Irrigation expansion, hydropower and drought buffering may improve rural livelihoods.
- Regional balance: Basin cooperation can support integrated water-resource planning and reduce seasonal variability.
Critical Concerns
- There are few truly surplus rivers because ecological flows, groundwater recharge, delta maintenance and future climate uncertainty must be counted.
- Dams and canals may submerge forests, displace communities, fragment habitats and disturb sediment transport.
- Changed flows can damage fisheries, wetlands, estuaries and downstream agriculture.
- Large infrastructure may spread waterlogging, salinity and invasive species.
- Interstate and international disputes may intensify over ownership, costs, benefits and altered flows.
- Canals cannot fully address urban drainage failures, catchment degradation or rainfall concentration.
Way Forward
Priorities should include watershed restoration, rainwater harvesting, aquifer recharge, demand management, micro-irrigation, floodplain zoning, wetland protection and basin-level data sharing. Selective, environmentally assessed links may be considered only after local options, rehabilitation safeguards, ecological flows and cooperative federal agreements are secured.
