UPSC Previous Year Question | Mains GS2 | 2017

The question of India’s Energy Security constitutes the most important part of India’s economic progress. Analyze India’s energy policy cooperation with West Asian countries. (Answer in 250 words)

Answer

Introduction

India’s growth depends on affordable, reliable and diversified energy. West Asia remains central through hydrocarbons, trade routes, investment and a large Indian workforce.

Cooperation Dimensions

  • India imports substantial crude oil and LNG from Gulf producers; long-term contracts, refinery linkages and payment arrangements support supply stability.
  • Strategic partnerships with Saudi Arabia, UAE, Qatar, Iran and Israel cover upstream investment, storage, renewables, hydrogen, petrochemicals and technology.
  • India engages through I2U2, the International Solar Alliance and maritime cooperation to secure sea lanes and clean-energy transitions.
  • Defence and diaspora ties support protection of energy infrastructure and remittance-backed economic resilience.

Challenges

Conflict, sanctions, price volatility, chokepoint risks and great-power rivalry expose India to supply shocks. Dependence on imported hydrocarbons creates a trade and inflation burden; partnerships can also be affected by intra-regional tensions. India should diversify suppliers and reserves, deepen strategic petroleum storage, expand renewables, efficiency, electric mobility and green hydrogen, and maintain balanced relations across regional divides. Rupee or local-currency mechanisms, resilient shipping, emergency planning and joint investment can reduce vulnerability while preserving strategic autonomy.

Energy diplomacy should therefore be linked to domestic transition rather than interpreted as a search for perpetual import dependence. Joint research, grid connectivity where feasible and resilient critical-mineral supply chains can make cooperation future-oriented.
