“The reservation of seats for women in the institution of local self-government has had a limited impact on the patriarchal character of the Indian political process”. Comment. (Answer in 250 words)

Answer

Introduction

The 73rd and 74th Amendments reserved at least one-third of seats and chairperson offices for women, transforming descriptive representation at the grassroots.

Analysis

Positive impact

  • Millions of women entered public office, normalising women’s leadership and widening political aspirations.
  • Many representatives prioritised water, sanitation, health, education and violence-related concerns.
  • Participation enhanced public speaking, bargaining power, networks and awareness of rights.
  • Several States raised reservation to 50%, creating a pipeline for higher political participation.

Continuing patriarchy

  • Proxy representation, elite capture, caste hierarchy and male control over party structures limit autonomy.
  • Low literacy, inadequate training, violence and limited financial powers weaken effective decision-making.
  • Reservation in local bodies does not automatically ensure representation in Assemblies or Parliament.

Way forward

Provide capacity-building, independent finances and functionaries, gender-sensitive safety measures, social audits and rotation reforms. Encourage women’s collectives and hold proxy office-bearers accountable.

Conclusion

Reservation has weakened patriarchy’s monopoly but cannot alone dismantle it; institutional power and social norms must change together.

Representation also improves when elected women receive control over budgets, committees and administrative machinery. Without such devolution, numerical presence may remain symbolic; with it, local democracy can gradually reshape family and community power relations.

Capacity building, reservation of chairperson posts and independent women’s federations can reduce dependence on male intermediaries. The objective is not only access to office but substantive voice in planning, expenditure and oversight.
