UPSC Previous Year Question | Mains GS2 | 2020
The strength sustenance of local institutions in India has shifted from their formative phase of ‘Functions, Functionaries and Funs’ to the contemporary stage of ‘Functionality’. Highlight the critical challenges faced by local institutions in terms of their functionality in recent times. (Answer in 250 words)
Answer
Introduction
The constitutional amendments sought to make local governments institutions of self-government by transferring functions, functionaries and funds. The contemporary challenge is to ensure that these formal transfers produce actual functionality and accountable service delivery.
Functional Challenges
- Incomplete devolution: Many States have not transferred the full range of subjects in the Eleventh and Twelfth Schedules with real decision-making authority.
- Fiscal dependence: Weak own-source revenue, delayed grants, tied funds and limited borrowing restrict local priorities.
- Administrative control: Parastatals and line departments often bypass elected councils, while officials remain accountable upward rather than locally.
- Capacity deficits: Shortage of planners, engineers, accountants, data personnel and trained elected representatives impairs implementation.
- Planning weakness: District and metropolitan planning committees are often inactive, producing fragmented infrastructure and service delivery.
- Accountability gaps: Weak audits, limited transparency, elite capture, corruption and irregular Gram Sabhas undermine participation.
- Urban pressures: Rapid urbanisation, informal settlements, climate risks and poor municipal finances exceed existing institutional capacity.
- Representation barriers: Women and marginalised representatives may face proxy control, social discrimination and inadequate support.
Reforms
Effective decentralisation requires activity mapping, predictable untied funds, empowered State Finance Commissions, professional municipal cadres, digital accounting, social audits and stronger Gram Sabhas and ward committees. Capacity building must be continuous and locally contextualised.
Conclusion
Local institutions become functional only when democratic authority, administrative capability and financial autonomy operate together. Constitutional status must therefore be matched by measurable devolution and citizen oversight.
