The inter-war order witnessed a broad crisis of liberal democracy, caused by the interaction of economic collapse, political fear, institutional weakness and aggressive nationalism.
Nature Of Challenge
Nature of the challenge
- Fascist Italy and Nazi Germany replaced pluralism with one-party dictatorship, leader worship, censorship and coercive mobilisation.
- Militarist Japan pursued expansion and subordinated civil authority to imperial nationalism.
- Authoritarian regimes elsewhere exploited ethnic anxieties, anti-communism and the perceived failure of parliamentary government.
- The Great Depression produced unemployment, insecurity and distrust of market-liberal elites, strengthening extremist movements.
Why Democracy Weakened
Why democracy weakened
- New democracies lacked stable parties, democratic conventions and effective constitutional safeguards.
- Proportional fragmentation, executive instability and elite collaboration enabled authoritarian takeovers.
- Racial theories, propaganda and paramilitary violence undermined deliberation and minority rights.
- The League of Nations’ inability to deter aggression exposed the weakness of collective security.
Evaluation
Evaluation
The challenge was serious but not universal or permanent: Britain, France for much of the period and several dominions retained parliamentary institutions, while anti-fascist resistance and post-war constitutional learning revived democratic ideals. The period shows that democracy needs social security, rule of law, civic culture and effective international cooperation.
