UPSC Previous Year Question | Mains GS1 | 2021
To what extent did the role of the moderates prepare a base for the wider freedom movement? Comment. (250 words)
Answer
Introduction
The Moderates (1885–1905) pursued constitutional agitation, but their significance lies in institution-building and political education that preceded mass nationalism.
Foundational Contributions
Foundational contributions
- They created an all-India political platform through the Indian National Congress and normalised annual deliberation across regions.
- Petitions, resolutions, legislative interventions and deputations developed political vocabulary, public criticism and leadership skills.
- The drain theory of Dadabhai Naoroji, critique of discriminatory administration and demand for Indianisation exposed the economic logic of colonialism.
- They defended civil rights, representative institutions, press freedom and expansion of councils.
- Associations, newspapers and vernacular political communication carried nationalism beyond elite circles.
Limits
Limits
- Faith in British justice, gradualism, narrow social base and limited mobilisation made them ineffective against imperial repression.
- They did not adequately address peasants, workers, women or revolutionary impatience; the Swadeshi-era assertive politics revealed these limits.
Assessment
Assessment
Moderates did not launch mass struggle, but they supplied its infrastructure: territorial imagination, economic critique, secular political language and trained leadership. Extremists, Gandhian mobilisation and later movements built upon, while also correcting, this base.
