UPSC Previous Year Question | Mains GS2 | 2020
‘Too little cash, too much politics, leaves UNESCO fighting for life.’ Discuss the statement in the light of US’ withdrawal and its accusation of the cultural body as being ‘anti-Israel bias’. (Answer in 150 words)
Answer
Introduction
UNESCO advances education, science, culture, heritage protection and freedom of information, but its effectiveness depends on political legitimacy and predictable finance.
Analysis
Reasons for vulnerability
- The United States, a major contributor, withdrew effective 31 December 2018, citing alleged anti-Israel bias and accumulated arrears.
- Political contestation over Palestine, heritage-site designations and membership decisions has affected consensus.
- Budgetary dependence, politicised elections and competing national interests weaken programmes.
- Funding stress threatens World Heritage conservation, education initiatives and cultural cooperation.
Way forward
UNESCO needs transparent science-based procedures, balanced heritage documentation, diversified contributions, stronger accountability and dialogue among members. Multilateral bodies must not become arenas for unilateral funding pressure.
Conclusion
Reform is necessary, but retreat by major powers weakens global public goods; constructive engagement is preferable to withdrawal.
