UPSC Previous Year Question | Mains GS3 | 2020

Vulnerability is an essential element for defining disaster impacts and its threat to people. How and in what ways can vulnerability to disasters be characterized? Discuss different types of vulnerability with reference to disasters. (Answer in 150 words)

Answer

Introduction

Disaster risk results from the interaction of hazard, exposure and vulnerability; the same hazard produces unequal harm because capacities differ.

Analysis

Types of vulnerability

  • Physical: unsafe buildings, fragile infrastructure, settlements on floodplains, coasts or unstable slopes.
  • Social: age, gender, disability, caste, isolation and discrimination that restrict warning access and evacuation.
  • Economic: poverty, insecure livelihoods, uninsured assets and limited recovery savings.
  • Environmental: degraded wetlands, deforestation and loss of natural buffers.
  • Institutional: weak governance, poor planning, fragmented response and limited health or communication capacity.

Conclusion

Vulnerability assessment should be spatial, gender-sensitive and participatory, combining hazard maps with social indicators, infrastructure audits and local coping knowledge.

It also reveals who lacks resources and voice, making targeted preparedness and resilient recovery possible.
