UPSC Previous Year Question | Mains GS3 | 2024

What are the causes of persistent high food inflation in India? Comment on the effectiveness of the monetary policy of the RBI to control this type of inflation. (Answer in 150 words)

Answer

Introduction

Introduction

Food inflation is largely supply-driven and often persists because production, storage and distribution respond slowly to shocks.

Analysis

Causes

  • Climate variability, crop disease, low productivity, fragmented supply chains and inadequate storage create shortages.
  • Higher fuel, feed, fertiliser and logistics costs, MSP expectations, export restrictions and changing diets transmit prices.

Monetary policy

  • Repo-rate changes can anchor expectations and prevent food-price shocks from broadening into core inflation.
  • However, tighter liquidity cannot create onions, pulses or edible oil; excessive tightening harms investment and employment.
  • Use monetary restraint with buffer stocks, productivity gains, cold chains, market reform and calibrated trade policy.
