UPSC Previous Year Question | Mains GS3 | 2020
What are the challenges and opportunities of food processing sector in the country? How can income of the farmers be substantially increased by encouraging food processing? (Answer in 150 words)
Answer
Introduction
Food processing converts agricultural output into higher-value, safer and more durable products, thereby linking farms with industry and consumers.
Opportunities
- Large domestic market, rising incomes, urbanisation and demand for convenience and nutritious foods.
- Scope for value addition in cereals, dairy, fisheries, fruits, vegetables, millets and spices.
- Employment, exports, reduced wastage, cold-chain expansion and integration with global value chains.
Challenges
- Fragmented farm supply, inconsistent quality, inadequate cold chains and high logistics costs.
- Limited processing near production centres, weak testing infrastructure and irregular power supply.
- Small firms face finance, technology, compliance and branding constraints.
Farm Income Strategy
Promote FPO-led aggregation, cluster-based processing, farmer-owned enterprises, modern storage and cold chains. Assured procurement, quality-linked pricing, food parks, credit, skilling, export facilitation and transparent contract farming can shift farmers from raw-material suppliers to participants in value chains. Processing of rejects into pulp, flour, feed and bio-products can further monetise output.
