UPSC Previous Year Question | Mains GS3 | 2018

What are the impediments in disposing of the huge quantities of discarded solid wastes that are continuously being generated? How do we remove safely the toxic wastes that have been accumulating in our habitable environment? (150 words)

Answer

Introduction

Rapid urbanisation, consumption and weak segregation have made solid waste disposal a governance, infrastructure and public-health challenge rather than merely a sanitation task.

Impediments

  • Mixed waste contaminates recyclable and organic streams; inadequate collection and processing leave open dumps and landfill fires.
  • Municipal capacity, land scarcity, informal-worker exclusion, poor user-fee recovery and weak enforcement impede scientific management.
  • Plastics, biomedical waste, e-waste and industrial residues contain persistent toxins that can leach into soil, water and food chains.

Safe Removal

Segregate at source, collect separately, compost or biomethanise organics, and recover material through authorised facilities. Extended Producer Responsibility should finance plastic and e-waste take-back. Hazardous waste requires characterisation, secure transport, manifests, authorised treatment-storage-disposal facilities, stabilisation or high-temperature destruction, and engineered landfills.

Governance

Remediate legacy dumps through biomining where feasible, monitor groundwater and emissions, protect sanitation workers, apply polluter-pays liability and involve communities in disclosure and oversight.
