UPSC Previous Year Question | Mains GS2 | 2020
What are the methods used by the farmer’s organizations to influence the policy-makers in India and how effective are these methods? (Answer in 150 words)
Answer
Introduction
Farmer organisations are associational pressure groups that aggregate dispersed agricultural interests and place them before the state.
Analysis
Methods
- Petitions, memoranda, lobbying, consultations with ministries and participation in commissions.
- Rallies, marches, dharnas, strikes, road blockades and election-time mobilisation.
- Media campaigns, social media, research reports and public-interest litigation.
- Coalitions with political parties, unions, cooperatives and civil-society groups.
Effectiveness
They have influenced MSP debates, loan waivers, sugarcane pricing and withdrawal or modification of policies. Sustained, peaceful and broad-based mobilisation is more effective than fragmented protests. However, unequal representation, regionalism, middlemen and weak participation of tenants and landless labourers limit outcomes.
Conclusion
Institutionalised consultation, transparent evidence and inclusion of smallholders can convert pressure-group action into constructive policymaking.
