Status and benefits

• UPI, DBT and e-commerce have reduced transaction costs and improved inclusion, transparency and portability of services.
• Digital platforms support formal credit, taxation, payments and pandemic-era service delivery.

Problems

• Unequal broadband, device and digital-literacy access; gender, rural and disability gaps.
• Cyber fraud, data breaches, algorithmic exclusion, platform concentration and dependence on imported hardware.

Improvements

• Invest in affordable last-mile broadband, public digital-literacy and accessible design.
• Operationalise the DPDP framework with strong consent, grievance redress and independent oversight; strengthen CERT-In capacity and domestic semiconductor ecosystems.
