UPSC Previous Year Question | Mains GS1 | 2020
What is water stress? How and why does it differ regionally in India? (Answer in 250 words)
Answer
Introduction
Water stress occurs when demand, including ecological demand, approaches or exceeds reliable available supply, or when poor quality makes water unusable.
Analysis
Introduction
Water stress occurs when demand, including ecological demand, approaches or exceeds reliable available supply, or when poor quality makes water unusable.
Regional pattern
- Arid western Rajasthan and parts of Gujarat face chronic physical scarcity because rainfall is low, variable and highly seasonal.
- Peninsular states experience seasonal stress due to monsoon dependence, hard-rock aquifers and inter-state river disputes.
- Indo-Gangetic regions have greater surface water but severe groundwater depletion from irrigation, especially in Punjab, Haryana and western Uttar Pradesh.
- Urban-industrial belts face supply stress from population growth, pollution, unequal distribution and leakage.
- North-east and Himalayan areas may have abundant rainfall yet local scarcity because of difficult terrain, seasonal runoff and weak infrastructure.
Why it differs
Rainfall regime, river basin geometry, geology, cropping pattern, irrigation technology, industrialisation, urbanisation, governance and climate change interact to produce different levels of stress.
Way forward
Adopt basin planning, aquifer mapping, crop diversification, rainwater harvesting, wastewater reuse, efficient irrigation and participatory groundwater regulation.
Conclusion
India’s challenge is not merely water availability but equitable, sustainable and resilient management.
