UPSC Previous Year Question | Mains GS1 | 2023
Why did human development fail to keep pace with economic development in India? (Answer in 250 words)
Answer
Introduction
Economic growth expands aggregate output, whereas human development depends on capabilities, distribution and public provisioning; the two have therefore diverged in India.
Analysis
Reasons for divergence
- Growth has been unequal across regions, classes, castes, genders and rural-urban locations; informal work remains insecure.
- Public spending and quality remain inadequate in government schools, primary healthcare, nutrition, sanitation and social protection.
- Malnutrition, learning deficits, maternal deprivation and preventable disease reduce capabilities despite rising income.
- Job-poor or skill-mismatched growth leaves youth and women outside productive employment.
- Social discrimination, unequal assets, environmental degradation and weak local governance limit access to opportunity.
Way forward
India needs universal foundational learning and healthcare, nutrition-sensitive agriculture, gender-responsive budgeting, decent jobs, portable welfare and stronger local institutions. Growth must be evaluated through multidimensional poverty, learning, health, equity and sustainability—not GDP alone.
