UPSC Previous Year Question | Mains GS3 | 2018

Why is there so much activity in the field of biotechnology in our country? How has this activity benefitted the field of biopharma? (250 words)

Answer

Introduction

India combines a large disease burden, skilled scientific workforce, pharmaceutical manufacturing capacity, biodiversity, expanding healthcare demand and public support for biotechnology, making the sector strategically important.

Drivers Of Activity

  • Biotechnology addresses vaccines, diagnostics, antimicrobial resistance, nutrition, agriculture, environmental remediation and industrial enzymes.
  • DBT, BIRAC, public laboratories, incubators and mission programmes support translation from research to products.
  • COVID-19 demonstrated the value of domestic platforms, genomic surveillance, biologics manufacturing and resilient supply chains.

Biopharma Benefits

Biotechnology has expanded biosimilars, recombinant proteins, monoclonal antibodies, vaccines, gene-based diagnostics and fermentation-derived products. Indian firms have gained global capability in affordable vaccines and biosimilars, improving access while enabling exports. Molecular diagnostics and genomic tools have made disease detection faster and more targeted; platform technologies can shorten response time to emerging infections.

Constraints

High-risk early-stage finance, fragmented university-industry links, lengthy regulatory pathways, limited translational infrastructure, biosafety concerns and dependence on imported advanced equipment constrain scale. Unequal access and affordability also remain central ethical issues. International standards, ethics review and affordable diagnostics are also necessary for public trust and equitable deployment.

Way Forward

Strengthen predictable regulation, clinical-trial capacity, quality standards, intellectual-property strategy, public procurement and technology transfer. Support regional bioclusters, open research platforms and responsible data governance while ensuring biosafety, equity and public-interest licensing.
