UPSC Previous Year Question | Mains GS3 | 2016

With reference to National Disaster Management Authority (NDMA) guidelines, discuss the measures to be adopted to mitigate the impact of recent incidents of cloudbursts in many places of Uttarakhand. (Not more than 200 words)

Answer

Introduction

Disaster management is best assessed through its developmental, institutional and implementation dimensions, with equity and resilience as the governing tests.

Cloudburst Risk Profile

A cloudburst is extremely intense localised rainfall that can trigger flash floods, debris flows, landslides and bridge or road failure in steep Himalayan terrain. Uttarakhand’s fragile geology, settlement pressure and changing precipitation increase exposure.

Warning And Risk Mapping

NDMA-oriented mitigation begins with hazard, vulnerability and risk mapping, dense automatic rain gauges, Doppler and local observation networks, and last-mile warnings. Alerts must reach villages, pilgrims and tourists through sirens, radio, mobile messages and trained local volunteers.

Land-Use And Infrastructure Measures

Regulate construction and land use in floodplains, unstable slopes and drainage channels; enforce slope-sensitive building codes, maintain roads and bridges, improve drainage and stabilise slopes with bioengineering. Protect catchments, forests and wetlands, and avoid treating every channel as developable land.

Community Preparedness

Prepare evacuation plans, marked shelters, stockpiles, medical teams, search-and-rescue equipment and redundant communications. Conduct mock drills and community training, especially for women, children and visitors. After an event, restore lifelines safely, compensate promptly and apply build-back-better principles based on updated hazard maps.
