UPSC Previous Year Question | Mains GS3 | 2025

Write a review on India’s climate commitments under the Paris Agreement (2015) and mention how these have been further strengthened in COP26 (2021). In this direction how has the first Nationally Determined Contribution intended by India been updated in 2022? (Answer in 250 words)

Answer

Introduction

Introduction

India’s climate policy combines development priorities with equity, lifestyle change, renewable expansion and a long-term transition to net zero.

Paris Commitments

Paris Agreement commitments

  • The 2015 NDC targeted a reduction in emissions intensity of GDP, expansion of non-fossil electricity capacity and creation of additional carbon sinks through forests and trees.
  • It also stressed adaptation, climate finance, technology transfer and the principle of common but differentiated responsibilities.

Cop26 And Update

COP26 and 2022 update

  • At COP26 India announced Panchamrit: net-zero emissions by 2070, 500 GW of non-fossil electricity capacity, 50% electricity capacity from non-fossil sources by 2030, lower projected emissions by 2030, and a commitment to avoid additional emissions.
  • The updated 2022 NDC formally strengthened the 2030 targets, including 45% reduction in emissions intensity from 2005 levels and about 50% cumulative electric-power capacity from non-fossil sources.
  • India also promoted LiFE—Lifestyle for Environment—as a demand-side complement.

Review

Assessment

Progress is visible in renewable deployment and intensity reduction, but coal dependence, finance, adaptation vulnerability and implementation across states require faster action, technology access and climate-just transition.
